Daylight Savings Time Changes

Beginning in 2007, daylight saving time (DST) will be extended in the United States. This results in a new DST period that is four weeks longer than previously observed. Unless certain updates are applied to your computer, it is possible that the time zone settings for your computer's system clock may be incorrect during this four week period. In particular, you must make sure that both your Windows operating system and your calendar programs are updated.

The U.S. Energy Policy Act of 2005, passed by the U.S. Congress July, 2005, extended Daylight Saving Time (DST) in the U.S. by approximately four weeks. As a result, beginning in 2007, DST will start three weeks earlier on March 11, 2007, and end one week later on November 4, 2007, resulting in a new DST period that is four weeks longer than previously observed. These four weeks are referred to in this article as the "extended DST period".

By March 11th, 2007 all systems need to be updated both from an Operating Systems (Windows/Apple) side, as well as each application installed. The effect of this enforcement of an early DST means that all time and/or date stamp functions of a computer will be incorrect by one hour. This will be especially problematic for those students, staff and faculty who rely on Microsoft Outlook or some type of mobile version of Windows for calendaring functionality.

The change in DST will have an effect on many automated and technology reliant products. Individual consumers, small to medium size businesses, and large enterprises may be affected by the new change in time. Computer-system related issues include, for example:

  • Calendar / scheduling applications
  • Date / time calculations (current and historical)
  • Transaction logging (UTC vs. Local Time)
  • Tariff billing applications
In many cases, making the necessary changes to accommodate the new DST legislation will be a relatively minor task. Users may need to manually adjust the time on their devices when the change occurs. In other cases, more substantial efforts may be required. In some cases, systems and applications may need to be updated directly, while in others, the application may simply inherit or "read" the date and time information from the underlying system that it resides on so the changes need only be made to that underlying system. Given the broad range of technology in use today-and the integration of systems between customers, vendors, and partners-business and IT managers should determine what actions should be taken to mitigate the affects of DST 2007 on their organizations.

Determining if your Computer or Handheld Device Needs DST Updates

o   Microsoft Windows XP

  Home and Professional Edition

·         What to do if you are running a desktop or laptop with the Macintosh Operating System

o   OS X (Tiger/Panther)

·         The easiest way to obtain these updates is by going to the System  Preferences and selecting Software Update

·         Microsoft Office (Windows or Mac)

o   Microsoft Office Outlook requires updates. The easiest way to determine your version of Outlook is to open the application and under the Help Menu select About Microsoft Office Outlook.  Your version number will be listed here. 

  Versions 2000, 2002, and 2003 all require updates

  Version 2007 does not require updates
 

o   Microsoft Entourage 2004

o   Users of BANNER will need to update their Java Runtime Environment to JRE 1.4.2_11 to ensure BANNER continues to run properly.

  To check your installed version, Open your Control Panel, locate the Add or Remove Programs icon. Double click. When the dialog box loads up, it will provide you with a list of all installed software. Scroll down the list until your locate (Java 2 Runtime Environment, SE 1.x.x_xx) if your version number is smaller than 1.4.2_11, please use the link below to download a later version and ensure that Banner will work properly.
